One Circle operation as prepared: everything the publication pipeline needs to upload its object graph, and nothing that changes while it does.
The objects themselves are named, not carried. Their stored bytes live in
the payload spool under each reference’s stored hash, written before the row
that names them, so this value stays KB-scale however large the graph is —
and the upload progress that does change per step lives in
circle_operation_uploads, not here.
